As IPRO's Senior Vice President, Mr. Feder serves as project director for IPRO's Medicaid and state contracts, as well as oversight of IPRO's Medicare beneficiary protection programs. Leading a department of more than 200 professionals with contracts in sixteen states and the District of Columbia, Mr. Feder is responsible for ensuring that necessary and appropriate care is provided across the continuum of care.

Under Mr. Feder's direction, IPRO serves as the New York State Utilization Review and Quality Assurance Agent, oversees the AIDS Intervention Management System (AIMS), monitors the Early Intervention Program to assure appropriate care to children from birth to age three, and monitors hospital residency programs to assure compliance with working hour regulations. Included in each of these programs are requirements to coordinate sampling and data collection strategies, oversee data analysis and evaluation, as well as develop and maintain databases corresponding to review and reporting requirements.

Mr. Feder also serves as the deputy project director for Medicare QIO activities as well as project director for contracts with the Centers for Medicare & Medicaid Services (CMS) related to Professional Business Services (PBS) and Qualified Independent Contractors (QICs).

Mr. Feder has in-depth knowledge of processes and issues surrounding the monitoring and assessment of the Medicare and Medicaid programs. He also has extensive knowledge and a national perspective of programs dealing with Utilization Review, Quality Improvement, Managed Care, Long-Term Care, Fraud and Abuse, and Independent Review of Appeals.

Mr. Feder is currently President of the National Association of Independent Review Organizations (NAIRO) (2005-2007) and the author of a regular column in the Journal of Health Care Compliance.

The New York University Graduate School of Public Administration awarded Mr. Feder a Masters Degree in Public Administration. He is a lecturer in the Department of Health and Epidemiology at the Albert Einstein College of Medicine and on the faculty of the New York University School of Continuing Education.
