Project Manager - Managed Care
The Project Manager supports the MCD and NYS EQRO Medicaid Managed Care Program by managing several projects concurrently and ensuring the quality and timeliness of all project deliverables. The position also requires supporting MCD's other state contracts in overseeing the plan technical reports required by the BBA. The project manager will coordinate the work of other staff, conduct training sessions and presentations, and foster the professional development of all departmental staff. In addition, the Project Manager will oversee and assist in the design of quality improvement studies, QARR/HEDIS auditing, analysis of data, writing of reports for large and small-scale research, management of internal databases including the design and production of reports, and provide technical assistance to MCOs with regard to QI activities and QARR reporting. The Project Manager will assume a lead role in MCD's and IPRO's Pay for Performance Initiatives, for both state and private clients.
QUALIFICATIONS:- Superior organizational, management, analytical and writing and oral communication skills, with the ability to present data and findings, both orally and in writing, to interested parties with varying technical backgrounds.
- Knowledge of QARR/HEDIS, QI research techniques, P4P programs, statistics and managed care a plus.
- Excellent communication skills; in particular, able to provide technical assistance to MCO staff, managed care plan staff, private clients and NYS DOH and other state clients and able to actively participate in quality improvement group meetings and present information to large and small groups.
- Ability to manage all aspects of a full cycle of a large and small scale data validation and research projects, including the coordination of internal and external workgroups.
- Ability to coordinate the work of other staff.
- Ability to work independently and with minimal supervision.
- Ability to manage time effectively and meet client deliverables.
- Ability to provide formal and informal training sessions to staff from a variety of backgrounds.
- Knowledge of, and a commitment to, the principles of continuous quality improvement.
- Must have flexibility of work hours and ability to travel when needed.
- Ability to present to small and large groups and conduct onsite visits to health plans to elicit information about systems and processes related to plan operations.
- Master's degree in public administration, public policy, public health or related social science with coursework including both management and analysis.
- A minimum of five (5) years experience in medical research, health policy analysis, health plan operation, managed care or similar field; and
- Experience with a variety of software packages, particularly Access, Excel, PowerPoint, and SPSS (or SAS).
